Commissioner Andy Tobin was first elected to the Arizona House of Representatives in 2006 and served as Speaker of the House from 2011 to 2014, where he helped establish the Arizona Commerce Authority and pass policies that supported Arizona’s growing Data Center and Aerospace manufacturing industries. Under the appointment of Governor Doug Ducey, Mr. Tobin has served as Director of the Arizona Department of Weights and Measures, Director of the Arizona Department of Insurance, and Acting Director for the Arizona Department of Financial Services. He was last appointed by Governor Ducey to fill a vacant seat at the Arizona Corporation Commission in 2015, where he was elected to serve a full term in 2016. During his time at the Commission, Commissioner Tobin has focused on getting broadband Internet connections into rural Arizona communities, establishing a Water Emergency Team to proactively secure Arizona’s water supply, researching the role of blockchain technology in Arizona’s energy sector, and passing a comprehensive Arizona Energy Modernization Plan, which calls for: 80 percent clean energy by 2050; 3,000 MWs of energy storage capacity by 2030; and a 15 percent Clean Peak Standard by 2030.
