Jillian Foerster

Jillian Foerster is a Country Manager for the sub-Saharan Africa region at the U.S. Trade and Development Agency (USTDA). In this capacity, she is responsible for developing, managing, and overseeing the successful delivery of the agency’s Power Africa program in Southern Africa. She also leads the Agency’s renewable energy sector team, which includes coordinating outreach to U.S. industry. Additionally, Jillian is a 2019 Washington, DC fellow with the Clean Energy Leadership Institute.

Before joining USTDA, Ms. Foerster worked as a contractor providing research and analytical support to the agency’s Sub-Saharan Africa team. Her prior professional experience includes working with a think tank and consulting firms in Washington, D.C. focused on private sector development in Africa, as well as 2 years working with a community development organization based in Yei, South Sudan.

Ms. Foerster graduated with honors with an M.A. in International Economics from the Johns Hopkins School of Advanced International Studies and a B.A. in International Relations and Economics from Roanoke College. She is proficient in French and Juba Arabic.
